HLA is a methodology designed to facilitate the collaboration among several parts interested of the community, included the residents, professionals of the health, planners and personnel of governmental agencies that work at projects that have implications for the health and the welfare.
It pretends to translate the concept of "health at all the political" (Health in garlic police, HiAP) at acts and concrete projects.
- Methodology:

HLA proposes a collaborative process multiactor based at 5 essential elements: turnout; compilation of evidences; preparation of recommendations; guide and accompaniment at the inmate of decisions; and appraisal.
The technicians utilised at the compilation of evidences include reviews of literature, inmate of data (ex. monitorització) and qualitative technicians like sessions of listens, glimpsed, as well as workshops of collaborative design and other events with the community.

HLA can apply at very varied projects and themed.
On the contrary that at the case of the Appraisal of Impact at Health, HLA can apply of exploratory form before it exist a concrete project.
The literature at the respect is still very limited, so much on the details of the tool like for the reduced number of experiences of implementation documented.
