The 2020-2023 Local Government Network Coordination Plan

Meanwhile, the medium-term action, reflected in the new 2020-2023 Local Government Network Coordination Plan, is dedicated to socially and economically relaunching the province's cities and towns, a plan that incorporates the need to move towards sustainable development.

With this in mind, the Provincial Council has adopted a new model of cooperation, the 2020-2023 Local Government Network Coordination Plan. This plan strengthens local self-government, is strongly committed to ensuring equality and social integration in local public policies and is aimed at promoting more sustainable local investment. It uses three different instruments to help achieve this: the General Investment Programme, the Catalogue of Services and the specific programmes.

The General investment programme replaces the old coordination round tables and aims to support local governments when making investments in sustainability or maintenance which also promote the economic diversification of the region. The resource allocation formula is objective, balanced and transparent, and the programme is aligned with this Mandate Plan and the SDGs when it comes to prioritising and choosing which actions should be funded.

The Catalogue of services contains all the economic, material and technical resources that Barcelona Provincial Council makes available to the town councils and regional councils of the province. It is a renewed and reinforced catalogue, which also includes the areas of action of the old coordination round tables that are not covered by the current General Investment Programme.

Finally, there are specific programmes designed to achieve specific objectives that cannot be met ordinarily by the General investment programme or the Catalogue of services. They always focus on a specific target group, or a specific industry or local competence.
